you poor thing! is your garage insulated? any chance you can make him store it at his parents' house? I think it's time you mentioned that you've always wanted a pair of sound canceling headphones and you need them right now. :)
steve's sibs bought him an electric guitar last Christmas. Apparently it must always be played with the volume at 11 and never, ever with headphones instead of out through the amp. sigh.
I know exactly how you feel! My husband has always wanted to play the drums and finally got a set about 5 years ago. We would have to leave the house when he started to play. Not that is was bad, he is actually pretty good, but it was quite loud! Fortunatly, he plays with our praise band at church so we don't have to hear it much at home. I'm so sorry you have to deal with this added headache now! If your husband needs any advice on equipment or technique, my husband would be thrilled to share the knowledge! I will be thrilled to let someone else hear it. It gets a little frustrating to hear a run down of what the drummer is playing and doing on every song that comes on the radio. At that point I am happy to say "why don't you go practice or something?" Actually, I love seeing him enjoying himself!

I feel your pain! My son just started the snare drum/bells for band. Good times...
